‘Empower IT Tiruchi 2009' Inaugural highlights.

TIRUCHI: Tiruchi is best suited for IT investment compared to other tier-II cities in Tamil Nadu, Transport Minister K.N. Nehru said on Friday.

“The IT Park at Navalpattu is only 10 minutes drive away from the airport and travel to railway station takes only 15 minutes. Drinking water is available in plenty. Most of all, the place is quite peaceful,” Mr. Nehru said, presiding over the inaugural of ‘Empower IT Tiruchi 2009.’ Land availability was not a constraint for future growth, he said, exuding hope that IT investment in Tiruchi will bring about an impact similar to economic development in the district after the start of Bharat Heavy Electricals Limited (BHEL).

Minister for Information Technology Poongothai Aladi Aruna said that the efforts taken for development of tier-II cities reflected the foresight of the Chief Minister to expand the developments accruing from progress of the IT sector throughout the State. Tiruchi to become IT ‘growth model’ - Says IT Minister

Source : The Hindu

Tiruchi is poised to serve as a model for IT growth in tier-II cities in Tamil Nadu, according to Minister for Information Technology Poongothai Aladi Aruna.

Tamil Nadu has pioneered the initiative to showcase the potential for accelerating IT development in tier-II cities. The Empower IT conclave at CARE School of Engineering on December 4 involving participation of over 10,000 from 106 professional and arts and science colleges in eight central districts will project Tiruchi as a potential investment location to front-ranking IT companies, Ms. Poongothai said addressing a press conference on Tuesday.

Chief Minister M. Karunanidhi has envisaged Empower IT as a forum to sensitise the student community to the requirements of IT industry with the larger objective of expediting economic growth in the State, Ms. Poongothai said. The event will be graced by Member of Parliament Kanimozhi, Ministers K.N. Nehru and N. Selvaraj, Secretary of IT Department P.W.C. Davidar, and CEOs of IT/ITES industry, she said.

To a query on the progress of works at the Tiruchi IT Park in Navalpattu, the Minister said the internal infrastructure works would be completed in three months. Construction of the 50,000 sq feet building would be completed in ten months.

According to Santhosh Babu, Managing Director of ELCOT which is organising the event in association with NASSCOM, Empower IT will showcase the quality of human resources in the region to the 50 participating IT companies. Chief Executive Officers of various IT companies are expected to address the students. Prize-winners of various competitions held on November 29 in 10 nodal colleges would be honoured at the conclave, he said. Along with Collector T. Soundiah, Vice-Chancellor of Bharathidasan University M. Ponnavaikko, Mr. Babu, and NASSCOM Regional Director K. Purushothaman, the Minister earlier chaired a preparatory meeting attended by principals of engineering and arts and science colleges. Chairman of the host institution K.N. Ramajayam also took part.

Villagers resume protest against the land acquisition for Airport expansion

Residents of Keezhakurichi, Nathamadipatti and neighbouring areas went on a rally to voice their resistance against land acquisition for Airport expansion. The news also mentions on the fertility of these lands and the impact to access the city via a direct link road.

Background - The Airports Authority of India (AAI) has sought about 430 acres for the proposed expansion, envisaging the extension of the runway from 8,000 feet to 12,500 feet. This will enable the airport, one of the non-metro facilities identified for development and expansion, to handle big (Code-E) aircraft such as B747-400 and B777-300. Originally, lands on both the eastern and western sides were proposed to be acquired.

குவைத்தை தொடர்ந்து சார்ஜா விமானமும் ரத்து: ஐ.டி. பூங்காவுக்கு பாதிப்பு?

Source: Dinamani

Foundation stone laid for Tiruchi IT park

Source : The Hindu

The start of IT Parks in Tier-II cities was a manifestation of the consistent progress Tamil Nadu has been registering in software exports, the Deputy Chief Minister M.K. Stalin said on Thursday.

Laying the foundation stone for the IT Park at Navalpattu Special Economic Zone here, Mr. Stalin said software exports from Tamil Nadu during 2008-09 clocked a 29 per cent rise to reach Rs. 36,680 crores, involving a workforce of 2.8 lakh. Tamil Nadu, he said, was obliterated from the economic stagnation elsewhere owing to the Government’s keenness to generate employment through industrial progress.

Mr. Stalin emphasised that in the DMK regimes since 1989, the women SHG movement and other empowerment initiatives, including accordance of inheritance rights, provision of marriage assistance, and priority for women in appointment of teachers in elementary schools, were being accorded a fillip in keeping with the resolution for women’s emancipation adopted at the self-respect conference of Chengalpattu under Periyar’s leadership.

Out of Rs. 11,132 crores forwarded as loans to SHGs across the country, a sum of Rs. 2,124 accounting for 20 per cent was given to the groups in Tamil Nadu. Mr. Stalin cited instances of the lending for SHGs by Indian Bank and the Indian Overseas Bank to the groups in Tamil Nadu to the extent of 65 per cent and 45 per cent respectively. “This signifies the high credibility enjoyed by the SHGs of Tamil Nadu owing to their prompt repayment.” Applauding the SHGs for making the State proud, he urged them to take up entrepreneurship in right earnest.

Referring to the Tiruverumbur Taluk he inaugurated on the occasion, Mr. Stalin said the long-persisting demand that was ignored by the previous regime despite forceful pleas by the Tiruverumbur MLA K.N. Sekaran was discussed purposefully in the last assembly session and a GO was passed on Wednesday.

The Deputy Chief Minister laid the foundation for 1,838 works worth Rs. 68.73 crores, commissioned 940 projects to the tune of 29.8 crores and distributed welfare assistance under various schemes to the extent of Rs. 28.73 crores.

Mr. Stalin spent about one hour and ten minutes after the function to handover in person the cheques for revolving fund and working capital to 3,004 SHGs, allotment letters to nine IT companies, and patta documents to 100 residents of the Malligaipatti Samathuvapuram.

The best performing banks to receive honours for SHG financing were in the order of Indian Overseas Bank, Tiruchi District Central Cooperative Bank, and Indian Bank. Among the branches the Lalgudi branch of IOB stood first. Mr. Stalin also honoured the Lead District Manager Ramdas in recognition of his meritorious services to SHGs.

Presiding over, the State Transport Minister K.N. Nehru attributed the sanction of various projects to Tiruchi to the efforts of Mr. Stalin. The Union Minister of State for Social Justice and Empowerment D. Napolean, State Ministers N. Selvaraj and Poongothai Aladi Aruna, the District Collector T. Soundiah, IT Department Secretary P.W.C. Davidar, ELCOT Managing Director Santhosh Babu, and MLAs spoke on the occasion.

Big scope for IT in Tiruchi: Poongothai

Source : The Hindu states the Trichy IT park construction timeline and its potential influenced by the Airport expansion.

***********************************************************************

Nine IT and ITES companies have been allotted 67 acres of land in the 147-acre Navalpattu IT Park here, one of the six IT parks promoted by the State government in its Tier-II cities through the Electronics Corporation of Tamil Nadu (ELCOT).

The Deputy Chief Minister M.K. Stalin will hand over the allotment orders to the companies on October 22 when the foundation will be laid for the works on creation of Rs. 28 crore infrastructure that includes construction of 50,000 square feet built-up space, laying of roads, and provision of water supply and power.

“The IT Park in Tiruchi has received the highest patronage amongst Tier-II cities. The infrastructure works will be completed within 10 months from the time of start,” the State Minister for IT Poongothai Aladi Aruna told presspersons on Thursday. The works at the Madurai and Tirunelveli IT Parks will get over a month earlier, she said.

The companies that have been allotted land in the IT parks were also expected to carry out their construction works simultaneously. As per SEZ (Special Economic Zones) norms, land allotted to them can be taken back if they do not commence operations within two years, the Minister said, replying to a query.

Dr. Poongothai saw in the expansion of the Tiruchi Airport a high scope for bigger IT and ITES companies to launch operations in future.

Business Process Outsourcing, Dr. Poongothai observed, has been rising up the value chain, projecting creation of four lakh direct jobs and 12 lakh indirect jobs State-wide through the IT sector. Software exports has risen by 15 per cent in Tamil Nadu compared to the national average of 11 per cent, she explained, when asked to comment on the IT slowdown.

Software companies in Tamil Nadu were increasingly carrying out projects for European and African countries. Within India, there was enormous employment potential in projects pertaining to e-governance initiatives, Dr. Poongothai said.

Accompanied by the District Collector T. Soundiah, the Managing Director of ELCOT Santhosh Babu, the Tiruverumbur MLA K.N. Sekaran, and senior officials, the Minister visited the IT Park site earlier in the day.

IT investments go up in smaller cities of TN

Source : Times of India
********************************************************************

Chennai: Not just depending on tech biggies to drive investments into tier II locations, the Tamil Nadu government is pushing ahead with its plans to allot land to second generation IT companies. In a first, 11 tech companies would get land allotment letters from deputy chief minister MK Stalin on October 22 when the ELCOT Special Economic Zone (SEZ) is inaugurated in Tiruchi.

According to sources, BPO company Sutherland has already been allocated 10 acres for setting up a development centre in Tiruchi. Besides, Zylog Systems, Vishwak Solutions, Unlimited Innovations and Take Solutions from Chennai would be allotted five acres each. Last Peak Data from Kolkata, Integra Software from Puducherry, Assyst International from Ernakulam and embedded software and services company from Bangalore – iWave Systems — would also be allocated five acres each.

Elcot is setting up nine SEZs across the state, including Tiruchi. Two are coming up in Sholinganallur near Chennai and Madurai, one each in Tirunelveli, Salem, Coimbatore, Hosur and Tiruchi. The arrival of tier-II companies in Tiruchi amidst signs of a general economic revival is seen as a harbinger of IT investments growing beyond Chennai and Coimbatore in the smaller cities across the state. The presence of skilled manpower and the availability of land are seen as contributing factors for this resurgence.

“Clearly, it is a great set-up coming up at the new SEZ. Tier I companies are expanding elsewhere in the state, but we have received good support from tier II companies. Santhosh Babu, managing director, Elcot (the state government’s technology investments facilitation arm) said. Professional workforce a big lure in tier II locations

Chennai: In a move to get more revenues from investments in tier II locations in the state, the government is planning to allot land to second generation IT firms. The presence of competent workforce and land availability are seen as the significant factors for the revitalisation of investments in tier II locations in the state.
‘‘After land allocation is done, these companies would start constructing their facilities and the only condition is that they have to start software exports in three years’ time,” Santhosh Babu, managing director, Elcot (the state government’s technology investments facilitation arm) added.

After the first round of land allocation (letters for some 60 acres would be issued), the remaining area in the Tiruchi SEZ would be about 80 acres.
Located at Navalpattu, the Tiruchi SEZ is spread across 147.61 acres, of which 123.23 acres have been set aside for SEZ activities and 24.28 acres for non-SEZ. This is probably the only tech park in a tier II town which is close to the airport. The Tiruchi international airport is less than 10 km from the SEZ and the presence of a large residential hub promoted by Tamil Nadu Housing Board (TNHB) close to the SEZ makes it all the more attractive.

“The allocation of land to tier II companies clearly shows smaller towns are growing in the state. Tiruchi as an IT destination has the right infrastructure, and investments made here by companies can be scaled up rapidly,” K Purushothaman, regional director, Tamil Nadu, NASSCOM (the software developers’ association), told The Times of India.

Once the Tiruchi SEZ gets inaugurated on October 22, Elcot hopes to push companies to Tiruchi. “Companies which were holding back investments due to economic recession are showing first signs to invest in creating infrastructure. In our view, 2010 would be a watershed year for tech investments in the state and we would be ready with infrastructure, to capture all these” Babu added.

***********************************************************************

The Tiruchi IT Park, at Navalpattu in the outskirts of the city, would be inaugurated next month, said Santhosh Babu, Managing Director, Electronics Corporation of Tamil Nadu (ELCOT), here on Friday.

The Information Technology Park, covering an area of about 147 acres of land, has already been notified as a Special Economic Zone by the Union government. Orders on allotment of lands to about 10 IT companies, including Cognizant Technology Solutions, would be issued within the next few days.

Work on creating the infrastructure such as compound walls, roads, drains and cable network at the park premises had begun. Stating that the government was taking all steps to promote tier II cities as IT destinations, Mr. Babu maintained that there had been a good response from IT companies to the Tiruchi IT Park and 16 firms had applied for allotment of land.

“We held a meeting with the companies and they have promised to start construction as soon the park is inaugurated,” he said.

According to today's news from The Hindu , IT park construction work is all set to begin in Navalpattu.

The news as reported by The Hindu is below

*********************************************************************************

The ELCOT (Electronic Corporation of Tamil Nadu) reviewed the conditions for commencement of works at the IT Park in Navalpattu here earlier this week.

Marg Constructions Ltd., which has been entrusted with the task of constructing ELCOT’s 50,000 square feet IT building in a two acre plot on the 147.61 acre IT Park premises, has started its preparatory works in order to complete the project by the end of May 2010. According to official sources, works on creation of common infrastructure facilities and construction of IT space will progress simultaneously.

The ELCOT has conducted meetings with the Tamil Nadu Electricity Board and the Tamil Nadu Water Supply and Drainage Board. The TNEB has been provided with five acres of land to set up a 110 kv sub station and the TWAD Board is exploring the feasibility to provide 3MLD (million litres per day) water.

Official sources said the Highways Department has initiated steps to take over the 120 feet road linking the IT Park to the Tiruchi-Pudukkottai Highway for four-lane works. Construction of an 80-feet road from the IT Park to the Tiruchi-Thanjavur Highway via Sholamadevi is also on ELCOT’s agenda.

The State government had alienated the land to ELCOT, and the Centre accorded Special Economic Zone (SEZ) status for the Tiruchi IT Park and duly notified the same in the Gazette on March 12, 2008.

Subsequently, the ELCOT allotted 10 acres of land to Sutherland Global Services Pvt. Ltd. A similar extent of land has been earmarked for Cognizant Technology Solutions, and two acres of land has been made available for HCL.

While other bigger players have adopted a ‘wait and watch’ approach, smaller IT companies have patronised the IT Park well. The entire IT space has been booked, a senior official said, observing that the prospects for cutting down operational costs, proximity to the International Airport, and scope for nil attrition were vital factors favouring Tiruchi as an ideal IT destination.

These companies have pinned hopes on the Southern Railways for operation of additional day-time express trains exclusively between Tiruchi and Chennai to foster their growth.

According to an ELCOT publication, upon completion, the IT Park was expected to provide employment to 20,000 candidates directly and to 60,000 candidates indirectly.

Need for improved transportation to cover Navalpattu

There has been a compelling need for improved transportation from the Navalpattu area, as per the outcry from local residents. The following two posts from The Hindu are as below

From : K.P. Leon,Navalpattu Annanagar.
About 3,000 families are residing in the Tamil Nadu Housing Board houses at Anna Nagar and Police Colony, situated at Navalpattu Panchayat. A large number of office-goers and students residing in these areas travel to Main Guard Gate.
But there are no adequate bus services. A minimum of four buses may be introduced from Anna Nagar and Police Colony to Main Guard Gate via the two routes of Junction and Tiruverumbur respectively.

From:R. Hariharan,Airport Colony.
Exclusive bus service to and from airport

Many flights are being operated from Tiruchi airport. The Tamil Nadu State Transport Corporation is operating only one bus from airport to the city.

This causes a lot of hardship to the people as they have to pay exorbitant money for the autos and taxis. Also, the residents of Kamaraj Nagar and other areas adjacent to the airport have to depend on the buses which ply from OFT/HAPP/Police Colony to the city, which are always crowded.
It is high time that the transport authorities operate more or exclusive bus services from and to airport.

Eductional institutions embrace BHEL

The following article talks about BHEL's direct campus recruitment from Indian Institutes of Technology, National Institutes of Technology and the Anna University, Chennai. At a time of recession, it is impressive that BHEL can extend this level of growth and provide employment opportunities. The addition of approximately 6500 resources makes a direct contribution to the local economy and the lifestyle as well.

While some Tiruchians could see the glass half empty on IT park delay, Airport expansion delay etc, others could see the glass half full through the value added by BHEL, expanding University and a slower but promising expansion to the Airport as well. The Hindu article provides the details on the institution recruitment topic.

Tiruchi airport to be partially privatised

The Civil Aviation Ministry is planning to partially privatise non-metro airports, according to Civil Aviation Minister Praful Patel who visited Chennai on July 5,2009.
Under this arrangement, Airports Authority of India (AAI) officials said other than the terminal buildings, the operational area and the runway, areas including car parking, courier and cargo facilities would be handed over to private companies under Private-Public Partnership arrangements. The AAI would lease the land to the private operator and the operator would pay the AAI a licence fee.
Source - The Hindu

The above is a good news for Trichy since private firms are purely profit oriented and would have committed expectations from Govt. Though this is a very early start for what is to come, the background of the private party taking this opportunity would be a good indicator for the underlying potential of the Trichy airport developments.
